Federal Solicitations- $120M Battery & Energy Storage FOA

I want to alert everyone to a fantastic opportunity that came out a couple of weeks ago. The DOE launched a new Innovation Hub FOA earlier this February.  With total program allocations up to $120M for 5 years, companies and Universities conducting basic research in batteries and energy storage should strongly consider applying. DOE SunsShot Incubator Program

This week, the DOE announced that over $12 million is being made available to help speed solar energy innovation from the lab to the marketplace. The SunShot Incubator Program, part of the larger DOE SunShot Initiative that aims to reduce the installed costs of solar energy systems, will facilitate American small business transitions from a proof of concept or business plan to domestic commercialization or deployment of solar technology. Our friends at ESTCP contacted us to make sure that everyone knew about the BAA that was released last week. The Department of Defense (DoD), through the Environmental Security Technology Certification Program (ESTCP), supports the demonstration of technologies that address priority DoD environmental requirements.  The goal of ESTCP is to promote the transfer of innovative environmental technologies through demonstrations that collect the data needed for regulatory and DoD end-user acceptance. I want to thank everyone for their input on last week’s newsletter regarding the consolation of Department of Energy Labs. As expected, we had varied responses. Some see consolidation as a way to pool resources and increase efficiency and technology alignment. Others think that centralization, although it would be more efficient, will numb creativity. In other news, this week the House of Representatives and the Senate resolved a three-year battle over the future of the Small Business Innovation Research program and the Small Business Technology Transfer program. I came across an interesting article this week concerning the consolidation of DOE national labs. The report by the Energy Inspector General, says the DOE should consider “BRAC-style” consolidation of labs to cut administrative and logistic costs.

The “minibus” spending bill was approved by Congress and signed by the President on November 18th. It is the first spending bill to come out of Congress since the imposition of long-term spending caps over the summer during the debt ceiling debate. The overall discretionary spend was maintained fairly constant at last year’s levels with the $128.1B in this year’s bill compared to $128.6B last year. Some programs were cut from last year. Discretionary spending at Agriculture, for example, is trimmed by $350 million — or 2 percent — from last year, while the $17.8 billion included for NASA represents a 3.5 percent decline.
