Joint Hydrographic Center – The purpose of this notice is to solicit proposals for a cooperative agreement between NOAA and an institution of higher learning to operate a Joint Hydrographic Center as authorized in the Ocean and Coastal Mapping Integration Act and the Hydrographic Services Improvement Act. Proposals submitted in response to this announcement should advance the purposes of the Acts including development of hydrographic technologies necessary to ensure safe and efficient navigation; research and development of innovative ocean and coastal mapping technologies, equipment, and data products; mapping of the United States Outer Continental Shelf and other regions; data processing for nontraditional ocean mapping data and uses; advancing the use of remote sensing technologies, for related issues, including mapping and assessment of essential fish habitat and of coral resources, ocean observations, and ocean exploration; and providing graduate education and training in ocean and coastal mapping sciences. DOE Awards Over A Billion Supercomputing Hours To Address Scientific Challenges

(Department of Energy, January 26, 2010) Washington, DC. – The U.S. Department of Energy announced today that approximately 1.6 billion supercomputing processor hours have been awarded to 69 cutting-edge research projects through the Innovative and Novel Computational Impact on Theory and Experiment (INCITE) program. The INCITE program provides powerful resources to enable scientists and engineers to conduct cutting-edge research in just weeks or months rather than the years or decades needed previously. This facilitates scientific breakthroughs in areas such as climate change, alternative energy, life sciences, and materials science. Read more

Strategic Technologies for CyberInfrastructure (STCI) – The primary goal of the STCI Program is to support activities that lead to innovative cyberinfrastructure but are not currently funded by other programs or solicitations. Eligible projects include development, deployment, research, and education necessary to create cyberinfrastructure, or creation of cyberinfrastructure that will enable innovative science and education. Proposals submitted to STCI should demonstrate a significant potential to transform multiple areas of science and/or education that depend on the development and deployment of CI. Investigator Initiated Multi-Site Clinical Trials (Collaborative R01) – The purpose of this FOA is to provide a vehicle for submitting grant applications for investigator initiated multi-site (Phase II or Phase III) randomized, controlled clinical trials. The trials may address any research question related to the mission and goals of NHLBI and may involve clinical or behavioral interventions. The proposed research must address a scientifically important question, must provide valuable information to the existing knowledge base, and must have public health applicability. Research topics should be based on the NHLBI’s national program plan areas of heart, lung, and blood diseases, and sleep disorders. The trials may randomize at the individual level or at a group level. Pediatric Pulmonary Centers (PPC) – The purpose of the Maternal and Child Health Interdisciplinary Leadership Education in Pediatric Pulmonary Centers (PPC) program is to improve the health status of infants, children, and adolescents with chronic respiratory conditions. PPCs support the development, enhancement, and/or improvement of family-centered, community-based care for children with chronic respiratory conditions and their families in a wide geographic area by providing interdisciplinary training of health professionals at the graduate and post graduate levels and by working with State and local health agencies and providers. The centers are expected to be models of excellence in training, service, and research related to chronic respiratory conditions in infants, children, and youth. 2010 Transportation Planning Broad Agency Announcement (BAA) – The FHWA, through the Office of Planning, Environment, and Realty is soliciting for proposals for research and development projects that could lead to transformational changes and revolutionary advances for transportation planning in the United States. The objective of this BAA is to advance the practice and application of transportation planning among state, metropolitan, regional, local, and tribal transportation planning governments in response to significant changes in the planning process and to identify new tools, techniques, and approaches that respond to national transportation planning priorities. The FHWA is looking for projects within seven focus areas that are of particular strategic interest and relevance: 1) Tools and Techniques That Support State and local Planning Capacity Building; 2) Tools and Techniques That Support Tribal Planning Capacity Building; 3) Global Climate Change and Air Quality; 4) Congestion Management; 5) Safety Planning; 6) Public Involvement, Environmental Justice, Visualization in Planning; 7) Freight Planning. The FHWA has budgeted approximately $1,500,000 for fiscal year 2010 to fund this research announcement. NIJ FY 10 Corrections Technology Center of Excellence -NIJ seeks qualified applicants to operate a Corrections Technology Center of Excellence (“the Center”) within the National Law Enforcement and Corrections Technology Center System (“the NLECTC System”). Specific tasks that the Center will be expected to perform include: (1) Identifying technology requirements. (2) Supporting NIJ’s research and development programs. (3) Testing, evaluating, and demonstrating technologies. Registration is required prior to submission. This solicitation is expected to result in one award. Total funding for the first 12-month period of performance under that award is anticipated to be up to $1 million. Triton Proposers’ Day Conference – DARPA will host a classified Proposers’ Day Workshop for the Tactical Relay InformaTiOn Network (TRITON) program. The purpose of this conference is to provide information on the TRITON Submarine Laser Communications (SLC) program; promote additional discussion on this topic; address questions from potential proposers; and provide a forum for potential proposers to present their capabilities for teaming opportunities. DARPA anticipates releasing the BAA (DARPA-BAA-10-25) for the Tactical Relay Information Network program with the overall objective to provide a field quality, Technology Readiness Level-6 (TRL-6) submarine laser communication system that operates in the blue spectrum for evaluation in a naval exercise such as the Rim of the Pacific (RIMPAC) in fiscal year 2012. The intent is to validate the significant improvement blue laser technology brings to SLC at speed and depth; specifically, in meeting, or exceeding, the Navy’s specified downlink communication requirements for Anti-Submarine Warfare (ASW) operations. This effort will leverage a number of the previously demonstrated SLC technologies, including Cesium Atomic Line Filters, solid-state lasers (SSLs) and forward error correction coding. The conference will be held on February 9, 2010 in San Diego, CA at the Admiral Kidd Conference Center. Participants must register no later than February 4, 2010. Read more
