Data Fusion (DF), Cross Domain Solution (CDS) and User Defined Operational Picture (UDOP) Industry Day – The purpose of the Industry Day is to assist with the Development Planning for Data Fusion (DF), Cross Domain Solution (CDS) and User Defined Operational Picture (UDOP) in support of the 624 Operations Center. The 624 OC requires full spectrum situational awareness of both kinetic and cyber space to effectively exercise command and control of cyber forces to support Air Force and Joint missions. In order to provide meaningful information that will enhance situational awareness, discrete variables are needed to be individually considered for correlation, aggregation, or other forms of analysis that will reduce the cognitive burden of operators and facilitate effective course of action (COA) development and decision making for classified and unclassified information. Pre-solicitation: Long Term Bridge Monitoring Program – The overall objective of this acquisition is to conduct research, develop tools and protocols, engage in bridge condition assessment and evaluation, engage in outreach activities, perform data analysis and mining, and manage data infrastructure and deliver training in the broad areas of bridge performance monitoring. This work will require skilled, knowledgeable, and experienced subject matter experts namely in bridge design, maintenance, testing, monitoring and condition assessment that will utilize sensor technologies, corrosion, load rating applications, design and analysis, bridge management, technical report writing, training, meetings, workshops/conferences to achieve the statement of work objectives. The scope of work will focus on three topic areas: Technical and Programmatic Support Research, Development, Deployment, Design, Analysis, Modeling, and Engineering Support; Industry/Public Outreach and Feedback; andEducation and Training Support. The solicitation will be issued on or about February 13, 2012.

As a result of this solicitation, the FHWA intends to award two indefinite-delivery/indefinite quantity contracts whereby Cost plus Fixed Fee or Firm Fixed Price Task Orders shall be issued. The anticipated period of performance shall not exceed 60 months and will consist of a 12 month base period and four (1) year option periods.

Center of Excellence for General Aviation – The FAA intends to establish an Air Transportation Center of Excellence for General Aviation in fiscal year 2012. The goal of this endeavor is to create a cost sharing partnership between academia, industry, and government that will focus on general aviation safety related topics. To enhance its research efforts, in 2010, the FAA proposed the establishment of a new COE for GA designed to advance general aviation technology to meet the needs of the U.S. general aviation industry in the short- and long-term. Over the next decade, the COE for GA is expected to forge a union between the public and private sectors and to create a world-class consortium that will identify solutions to existing and anticipated issues. The Department of Defense (DoD), through the Environmental Security Technology Certification Program (ESTCP), supports the demonstration of technologies that address priority DoD environmental requirements.  The goal of ESTCP is to promote the transfer of innovative environmental technologies through demonstrations that collect the data needed for regulatory and DoD end-user acceptance. Arctic Craft Demonstration – Under this BAA, the Coast Guard is seeking to demonstrate innovative craft that have the best combination of capabilities to accomplish the broadest range of CG mission objectives in the Arctic Environment. Currently the Coast Guard is conducting research to identify Arctic Craft that are fully capable of performing similar functions to those that are traditionally preformed by RB-M type craft, which are able to respond rapidly to Coast Guard missions, or conduct planned patrols and training in non-Polar CG AORs. Some of these functions include: search and rescue, recovery of persons from the water, transfer of persons and equipment from boat to boat, towing of disabled craft, transfer of persons to and from CG helicopters, medical assistance, fire fighting and rescue assistance, recreational boat safety, marine environmental protection, enforcement of laws and treaties, port security and safety, and defense operations and contingency preparedness. Integrative Paleoanthropology Grants – The Biological Anthropology and Archaeology Programs are pleased to invite investigators to apply for an Integrative Paleoanthropology Grant. The goal of the competition is to further innovative, integrative research to elucidate the principles which underlie hominin biological and behavioral evolution over deep time. While the intellectual scope of the competition is thus constrained, the potential methodologies and disciplines are not. It is understood, for example, that fields such as cognitive science, genetics or mathematical modeling may be directly relevant to such an endeavor. The competition is intended to stimulate integrative research which crosses normal disciplinary and intellectual boundaries in original ways and this aspect is a central criterion and requirement of the competition.
