Request for Information: Risk Management Framework and Safety Risk Model – In this RFI the U.S. DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) is soliciting various inputs to explore technical and non-technical options for assessing organizational risk. The purpose of the effort is to: 1) Identify risk management best practices and assessments methods that can be adapted to PHMSA’s unique hazmat mission; 2 )Identify and evaluate analytical methods that enable the identification of the highest posing risks to hazmat transportation to, from, or within the United States; and 3 )Identify and evaluate “Commercial Off The Shelf” (COTS) predictive analytic software that can identify risks in hazmat transportation and be incorporated into PHMSA’s IT infrastructure. Pre-solicitation: Wide Area Aerial Surveillance System (WAASS) — The Department of Homeland Security intends to make 2-3 firm-fixed price contract awards to contractors that will demonstrate their Wide Area Aerial Surveillance System (WAASS), in an operational environment. The contractors will demonstrate their airborne WAASS capability in a land-border environment to be determined by DHS S&T, via flight testing. Proliferation Detection Research – The DOE/NNSA is soliciting applications for R&D. This FOA encompasses technology development for the early detection of nuclear proliferation by national, sub-national and trans-national entities, especially on activities indicative of the production and transport of special nuclear material, fabricated components and weapons. It also includes technology that supports counter –proliferation and counter-terrorism missions where there is synergy with the non-proliferation mission. Neutron Star Interior Composition Explorer Partnership Opportunity – NASA is seeking an engineering partner for the development of an electrical subsystem for the NICER instrument. The NICER mission is one of five selections from responses to the Explorer Missions of Opportunity (MOO). This mission would place an X-ray timing instrument on the International Space Station (ISS) to explore the exotic states of matter within neutron stars and reveal their interior and surface compositions. I came across an interesting article this week concerning the consolidation of DOE national labs. The report by the Energy Inspector General, says the DOE should consider “BRAC-style” consolidation of labs to cut administrative and logistic costs.

Pre-solicitation: Human Studies Research Support For Environmental Epidemiologic Studies – The EPA has a requirement for the National Health and Environmental Effects Research Laboratory, Environmental Public Health Division to provide professional and technical support for studies in the area of environmental epidemiology. The work shall include but not be limited to assisting EPA in planning, developing, designing, implementing, conducting, and reporting studies, as well as collecting, procuring, managing, and analyzing human and/or environmental data, and may include the collection, procurement, preparation, shipping, and analyzing of human biologic specimens and environmental samples.
