Research Areas of Upper Air Physics, Astronomy, Astrophysics, and Remote Geo-Sensing – The Naval Research Laboratory (NRL) conducts research in the fields of astronomy and astrophysics, solar terrestrial physics, and atmospheric science of both the earth and other planets in the solar system.  Satellites, rockets and ground-based facilities are used to study the behavior of the ionosphere and the upper, middle, and lower atmospheres.  In order to carry out such investigations, research and development is needed for satellite instrumentation, data analysis, remote sensing methods, first principles modeling of atmospheric processes, supporting calibration/validation activities, and supporting missile defense modeling and simulation systems development. GDA APS Addendum for BFS – Climate Resilient Cereals – Through this Addendum to the FY2011 Global Development Alliance (GDA) Annual Program Statement (APS) USAID/Bureau for Food Security (BFS), Research Division is making a special call for the submission of concept papers related to the Feed the Future (FTF) Initiative’s Global Hunger and Food Security Research Strategy. Long-Term Ecological Research (LTER) – To address ecological questions that cannot be resolved with short-term observations or experiments, NSF established the Long Term Ecological Research Program (LTER) in 1980.Three unique components differentiate LTER research from projects supported by other NSF programs: 1) the research is located at specific sites chosen to represent major ecosystem types or natural biomes; 2) it emphasizes the study of phenomena over long periods of time, based upon data collection in five core areas; and 3) projects include significant integrative, cross-site, network-wide research. Phoenix Technologies – The goal of the Phoenix program is to develop and demonstrate technologies to cooperatively harvest and re-use valuable components from retired, non-operating satellites in geosynchronous orbit (GEO) and demonstrate the ability to create new space systems at greatly reduced cost. Phoenix seeks to demonstrate around-the-clock, globally persistent communication capability for warfighters more economically, by robotically removing and re-using GEO-based space apertures and antennas from decommissioned satellites in the graveyard or disposal orbit. Pre-solicitation: Commercially Hosted InfraRed Payload (CHIRP) Replenishment (aka CHIRP+) — XR and the Infrared Systems Directorate (IS) are planning to hold an industry day in the second half of January 2012 to communicate to industry SMC’s plan to procure up to three wide-field-of-view (WFOV), overhead persistent infrared (OPIR) sensors to be launched as hosted payloads or free-flier rideshares. XR and IS will also present to industry how these sensors will fit into IS’s OPIR architecture and discuss future plans for integrating, launching and operating these sensors. Read more

I want to thank everyone for their input on last week’s newsletter regarding the consolation of Department of Energy Labs. As expected, we had varied responses. Some see consolidation as a way to pool resources and increase efficiency and technology alignment. Others think that centralization, although it would be more efficient, will numb creativity. In other news, this week the House of Representatives and the Senate resolved a three-year battle over the future of the Small Business Innovation Research program and the Small Business Technology Transfer program. Sources Sought for Development of Computational Framework for the xLPR Version 2.0 Probabilistic Fracture Mechanics Code – The U.S. Nuclear Regulatory Commission (NRC) is conducting a market survey and analysis to determine the range of available sources that exist and assess their capabilities to potentially assist the NRC with producing the computational framework for the xLPR Version 2.0 code using the GoldSim software.
