Sources Sought: Peer Reviewers for PHMSA’s Pipeline Safety Research & Development Program – PHMSA’s Office of Pipeline Safety intends to create a pool of technically competent and independent (objective) experts so that these experts can be periodically contacted and invited to peer review pipeline safety research. PHMSA’s Pipeline Safety Research and Development (R&D) Program is collecting information via this SSN in order to review submissions and invite qualified and independent experts into peer review panels evaluating the active research. This SSN is seeking individuals within the North American system of academic institutions and other qualified individuals outside of academia as long as they are not employed by a pipeline operator/owner. NIST Center for Neutron Research (NCNR) Comprehensive Grant Program – The NCNR is soliciting proposals from eligible proposers to support research involving Neutron Research and Spectroscopy specifically aimed at assisting visiting researchers at NCNR, developing new instrumentation for Neutron Research, conducting collaborative research with NIST scientists, and to conduct other outreach and educational activities that advance the use of neutrons by U.S. academia and industrial scientists. This will entail stationing scientific staff at the NCNR who, in collaboration with NIST and visiting scientists, advance these objectives. Proposals due: March 15, 2012. Read more

Michigan Strategic Fund,Michigan Energy Office: RFP: Biomass Energy Demonstration Grants – The Michigan Energy Office (MEO) announces its intent to solicit proposals from universities, public sector, and non-profit institutions for projects that will expand markets for energy and fuel derived from Michigan biomass resources, and/or increase biofuels/bioenergy production and production efficiency in the state. Applicants are encouraged to engage and partner with other entities in the public and/or private sectors to increase overall project impacts. The Michigan Biomass Energy Program (MBEP) seeks to fund projects that advance the supply and utilization of commercially-available biomass energy fuels and technologies as a substitute for fossil fuels. Research Centers in Primary Care Practice Based Research and Learning (P30) – This FOA solicits Center Core grant (P30) applications from organizations with a demonstrated track record of success in conducting research in primary care PBRNs. Each successful applicant will serve as a Research Center in Practice-Based Research and Learning. These Each Center must have at least 120 primary care member practices and may either consist of 1) a primary organization with 3 or more affiliated regional PBRNs(including a PBRN affiliated with the primary organizations); or 2) be a national PBRN organized around shared resources and research infrastructure. It is expected that each Center will foster a highly collaborative, interdisciplinary research environment. Read more

ToxCast-Chemical Procurement, Analysis, Sample Prep, and Management Services – The EPA has a requirement for contractor supplied laboratory testing and analysis services in support of the National Computation Center for Toxicology (NCCT), Research Triangle Park, North Carolina. The contractor will procure and supply hundreds to thousands of requested chemical samples, confirm chemical identities based on vendor-provided documentation and by analytical means, solubilize and formulate into appropriate dilutions, plate into high-throughput formats, ship samples to ToxCast partners and assay vendors, provide automated sample handling procedures for hundreds to thousands of chemicals, and maintain chemical data management for accurate sample tracking. Comment Period for USAID/Southern Africa’s Resilience in the Limpopo River Basin (RESILIM) Program – Climate change is projected to have profound impacts on Southern Africa, including heightened water stress, increased incidence of flood, declines in crop productivity, change in wildlife ranges, an increase in wildfire frequency, and the possible expansion of the malaria and other disease transmission zones. As a continent, Africa is especially vulnerable to climate variability because of low adaptive capacity. In the Limpopo River Basin, which stretches across South Africa, Mozambique, Zimbabwe, and Botswana, climate change is expected to further stress water resources, in a region where maintaining water quantity and quality is already a challenge. Sources Sought: Development of Mine Stalker III Anti-Tank Landmine Detection System to Evaluate in Live Minefield Environments – The US Army Night Vision and Electronic Sensors Directorate, Countermine Division, Humanitarian Demining Branch, is seeking sources for building and delivering a Mine Stalker III, anti-tank (AT) landmine detection system. The Government seeks to procure a second prototype Mine Stalker III to evaluate performance in multiple geographical locations. The intent of this market research is to identify potential sources for building and delivering a second Mine Stalker III system and associated spare parts for a humanitarian demining operational field evaluation in mined areas outside the continental United States (OCONUS).
