Chemical/Biological Technologies Directorate New Initiatives FY2012-FY2013 Program Build – This solicitation is an extramural endeavor focused on applied research and advanced technology development objectives encompassing a broad spectrum of topics in the chemical and biological science to include Physical Science and Technology, Medical Science and Technology, including the Transformational Medical Technologies, Threat Agent Science, and Information Systems Capabilities Development topics. The Chemical and Biological Technologies Directorate, in its continuing mission, seeks new and innovative ideas for experimental and theoretical development of technologies to fill DOD requirements for chemical and biological defense. International Collaboration in Chemistry between US Investigators and their Counterparts Abroad (ICC) – The NSF seeks to enhance opportunities for collaborative activities between U.S. and foreign investigators. NSF Chemistry will accept collaborative research proposals in chemistry, written in English, which establish bilateral collaborations between US investigators and investigators from the countries listed above. The program seeks new and highly innovative 3-year collaborative projects that break new ground, make use of unique resources and capabilities in participating foreign countries and demonstrate a high level of synergy between the collaborating investigators. Ground Based GPR (Ground Penetrating Radar) Buried Hazard Detection Technology/Business Opportunity – Lawrence Livermore National Laboratory (LLNL), operated by the Lawrence Livermore National Security (LLNS), LLC under contract with the U.S. Department of Energy (DOE), is offering the opportunity to license intellectual property rights covering this technology for commercialization. LLNL has developed a wide band (WB) ground penetrating radar (GPR) technology to detect and image buried objects under a moving vehicle. Efficient and high performance processing algorithms reconstruct images of buried or hidden objects in two or three dimensions under a scanning array. The technology includes a mobile high-performance computing system allowing GPR array sensor data to be processed to form subsurface images which are displayed to the vehicle operator in real-time. Small Business Innovative Research (SBIR) Program – The U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) plans to seek proposals from small business firms for participation in Phase I of the Fiscal Year 2011 NOAA SBIR Program. The purpose of Phase I of the SBIR program is for firms to conduct research and development which will allow the Government to determine the scientific or technical merit and feasibility of concepts, ideas and quality of performance as a prerequisite for further Government support which may follow in Phase II of the program. Any organization or individuals receiving awards under Phase I may be eligible to compete for a Phase II award. The following are the NOAA, Research and Development (R&D) topics available for Phase I: Ecosystems, Climate, Weather and Water, and Commerce and Transportation. Award Ceiling: $95K. The SBIR solicitation will be issued on or about October 13, 2010.

Center for Research and Exploration in Solar-Heliospheric and Solar-Planetary Sciences – The National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center is releasing a Draft Cooperative Agreement Notice (CAN) for the Establishment of Centers of Excellence in the Solar-Heliospheric and Solar-Planetary sciences. The primary focus is the establishment of centers of excellence for collaborative research in Solar-Heliospheric and Solar-Planetary sciences between NASA, and Educational, or Not for Profit Science organizations, and Non-profits with 501 (c) (3) status, other than institutions of higher education. U.S. Biodefense Effort To Be Revamped

(Global Security Newswire, August 20, 2010) The U.S. Health and Human Services Department yesterday declared that a major program intended to prepare the country for a biological weapons attack would be overhauled with a focus toward decreasing the length of time it takes to produce new medical countermeasures, the Los Angeles Times reported (see GSN, July 14). “We aren’t generating enough new products,” HHS Secretary Kathleen Sebelius said. She attributed the lengthy time it takes for medical discoveries to be turned into commercially available vaccines and treatments on “leaks, choke points and dead ends.” The $1.9 billion program revamp is to include improvements to the countermeasure production process that could reduce by weeks the time required to manufacture flu vaccines as well as several changes to the process for identifying encouraging research and moving candidate drugs quickly through the medical development pipeline. By Jean-Louis Santini – (Google, August 24, 2010) — The US Justice Department said Tuesday it will appeal a judge’s decision to block federal funding for stemcell research, risking an election year fight over hot button issues of science and religion. “I can confirm we plan to appeal,” said Tracy Schmaller, a Justice Department spokesperson, adding that the department was “likely to file this week.” She said the department would both appeal US District Judge Royce Lambert’s temporary suspension of federal funding for stemcell research and seek a stay of the suspension while the appeal is pending. “The president said very plainly that this is important, life-saving research,” White House spokesman Bill Burton told reporters earlier. “We’re reviewing all possibilities.” “We’re reviewing it so we can keep this important, potentially life-saving research moving forward in the most ethical way possible,” he said. Deepwater Oil Plume In Gulf Degraded By Microbes, Study Shows

(ScienceDaily, August 25, 2010) — In the aftermath of the explosion of BP’s Deepwater Horizon drilling rig in the Gulf of Mexico, a dispersed oil plume was formed at a depth between 3,600 and 4,000 feet and extending some 10 miles out from the wellhead. An intensive study by scientists with the Lawrence Berkeley National Laboratory (Berkeley Lab) found that microbial activity, spearheaded by a new and unclassified species, degrades oil much faster than anticipated. This degradation appears to take place without a significant level of oxygen depletion. “Our findings show that the influx of oil profoundly altered the microbial community by significantly stimulating deep-sea psychrophilic (cold temperature) gamma-proteobacteria that are closely related to known petroleum-degrading microbes,” says Terry Hazen, a microbial ecologist with Berkeley Lab’s Earth Sciences Division and principal investigator with the Energy Biosciences Institute, who led this study.
