(CongressDaily September 25, 2008) The House approved a more than $600 billion continuing resolution package Wednesday, 370-58, that would fund the federal government through March 6, fund three FY09 appropriations bills and provide $22.9 billion for disaster relief.
The bill is expected to be taken up by the Senate this week. “We are debating a CR today because we did not complete the appropriations process,” House Majority Leader Hoyer said on the floor. Read more

Faculty salary gains continue to lag behind bigger increases for administrators, football coaches

(Chemical & Engineering News, July 14, 2008) The American Association of University Professors’ (AAUP) survey of the economic status of the academic profession in 2007–08 reports an average salary increase over the previous academic year of 5.1% for what it calls continuing faculty—those who were employed full time at the same institution both years. This figure best approximates the raise an average faculty member received for this academic year, although it does include the effect of promotions. Read more

(Daily Californian September 2, 2008) Lawrence Berkeley National Laboratory and two other labs partly managed by the University of California have been selected to receive $2.5 million from the Department of Energy to commercialize post-research energy ideas, officials announced Monday. The Berkeley lab will receive nearly $1.5 million, while Lawrence Livermore National Laboratory and Los Alamos National Laboratory will receive close to $500,000 and $600,000, respectively. Read more

Alliances for Broadening Participation in STEM (ABP): Louis Stokes Alliances for Minority Participation (LSAMP), Bridge to the Doctorate (BD), and Alliances for Graduate Education and the Professoriate (AGEP), sponsored by the National Science Foundation, are offering awards of up to $5 million over a 5 year period. The Proposal Deadline(s) are as follows: LSAMP – October 10, 2008; LSAMP Educational Research Projects -March 06, 2009; BD- June 26, 2009; and AGEP – October 10, 2008 (LOI also required last Friday in May). This portfolio of programs seeks to increase the number of students successfully completing quality degree programs in science, technology, engineering and mathematics (STEM). Particular emphasis is placed on transforming STEM education through innovative academic strategies and experiences in support of groups that historically have been underrepresented in STEM disciplines: African Americans, Alaskan Natives, Native Americans, Hispanic Americans and Native Pacific Islanders. Successful programs will enable seamless transitions from the STEM baccalaureate to attainment of the doctorate and entry to the STEM professoriate. These professionals give us direct contact with 70% of the national laboratories and 85% of the congressional offices. For the remaining offices, we complete the market research and find the appropriate contact that can get us access.
When can changing a code, regulation or tax incentive help a company?
Legislation and regulation definitely can push technology into the market. State specific regulation seems to be having a major impact on the energy industry. Indiana has set substantial funding and research money aside for ethanol production, while NY is supporting wind. Most notably the film “Who Killed the Electric Car”, tells the story of California’s emission regulation, which helped spawn the EV series of cars briefly, but the regulation was eventually repealed and thus the EV cars are gone. When Detroit automakers committed to the SUV/Truck industry in the late 90′s and early 00′s, several laws were enacted to give tax incentives to SUV/Truck owners who were using their cars for business. Some of the SUV/Truck tax breaks have been lightened in the last 18 months. Read more
